浅议我国化肥产业发展面临的问题及对策分析.doc

中文摘要 化肥对农业生产具有重要作用，在全球粮食巨大的需求环境中，化肥产业的发展紧随国际市场成为发展热点。我国作为农业大国，对化肥产业的发展给予了倾向性的扶持政策。在“十二五”化肥产业发展规划中，我国将发展转型作为化肥产业的发展的目标指向，重点发展缓、控释肥及各种专用肥、功能肥等。随着化肥产业的不断发展，给我国化肥产业的发展方向也越来越明确。 面对化肥产业发展的转型，化肥产业的产业结构、产品市场、发展环境、政府政策等因素都影响着化肥产业的发展，存在着很多问题；因此需要对我国化肥产业发展所面临的问题及对策进行析研究。运用“一切从实际出发”；“用发展的眼光看问题”等哲学原理及方法论，从化肥产业发展过程的经济角度中找出问题、分析问题、解决问题。产业结构不合理、技术水平落后、市场监管力度不够、生态环境破坏待解决、政府政策具有缺陷等都是阻碍我国化肥产业发展的关键问题。因此，要以调整产业结构、提高技术水平、加强市场监管力度、增强发展绿色经济力度、完善政府政策等方面为对策，及时解决我国化肥产业在发展中遇到的问题。 关键词：化肥产业；产业结构；发展环境；政策扶持 ABSTRACT Chemical fertilizer is important to agricultural production and the development of chemical fertilizer industry has also become a hotspot problem with steps of international market in the global lacking of grain. Along with the development of the chemical fertilizer industry, to the direction of development of the chemical fertilizer industry in China is also more and more clear. It is the first year when the Twelfth Five-Year Plan begin. Our country transform the destination to development transformation whose importance are to developing slow release fertilizer, controlled-release fertilizer, special fertilizer, functional fertilizer, etc. However facing the reality, there are several factors, which are industrial structure, production market, development environment and government policy, to influence the development of chemical fertilizer industry. Therefore, it is to make an analytical study on the development of chemical fertilizer industry and countermeasures of our country by philosophical theories and methodology. According to the reality, it requires to reserch that how to solve those main problems. Through the corresponding countermeasure what is to adjust industrial structure, to improve technology level, to reinforce marketable supervision, to develop green economy,to complete policy, etc, it overcomes the difficulty in the development of chemical fertilizer industry.
