However， how to develop low-carbon economy is still perplexed. This paper considers that low-carbon economy should be viewed as a complex adaptive system （CAS）. Public policy and incentive system is indispensable in this CAS because it provides safeguard and impetus for low-carbon economy， especially in developing countries. According to Chinas current situation， there are many public policies and management regulations should be established and carried out as soon as possible.
