During the transformation term, it is quite necessary to analyze the challenge that the social administrative personnel of local government and public service face. We should change our ideas, to construct the new concepts of the social administration of government and public service; accelerate the system transformation; realize the transformation of the government; improve the government’s administrative ability; Administer the state according to law; strengthen social supervision; Create innovative ways of service; accelerate E-government construction; disclose information; strengthen social participation in public administration; put the civilian in the core of society; pay more attention to disadvantaged groups, to improve governments social administrative ability and level of public service.
