黑龙江省论文：黑龙江省经济发展方式转变研究 【中文摘要】黑龙江省作为老工业基地和国家重要的能源、原材料基地,其经济增长方式的粗放特征比较明显。造成这种局面的深层次原因有,产业结构的高能源,投资方式的粗放性,以及技术进步相对滞后。这种经济增长方式难以实现黑龙江省的可持续发展。在新的形势下,转变这种经济发展方式成为黑龙江省面临的一项重要任务。本文在这些研究的基础上提出黑龙江省转变经济发展方式的主要思路:第一,均衡发展消费、投资和贸易三大发展动力。为此,应该做到着力提高收入水平,稳定并促进黑龙江省消费经济的发展。同时,着力提高黑龙江省的对外经济发展水平,利用外资和外贸拉动本地区的经济增长。第二,加快推进产业结构调整。为此,黑龙江省应该抓住产业结构升级的关键环节,发挥本省的比较优势,推动特色产业和第三产业的快速发展。利用大项目建设带动产业结构调整。第三,发展低碳经济和循环经济。利用低碳经济和循环经济寻找黑龙江省经济的新的增长点。第四,通过科技创新发展战略性新兴产业。第五,制定有效的政策为经济发展方式转变提供重要的保障。 【英文摘要】Heilongjiang Province, an old industrial base and the country抯 important energy and raw material base, its extensive economic growth mode features more obvious.The deep-seated reasons for this situation include the industrial structure of high-energy, the extensive nature of investment and technical progress lagging behind.This economic growth is difficult to achieve the sustainable development of Heilongjiang Province. In the new situation, changing the mode of economic development in Heilongjiang Province is an important task.For it, the paper proposes the following aspects to solve the problem of Heilongjiang Province:First, balance the development of consumption, investment and trade.It should be focus on improving income levels, stability and promote economic development in Heilongjiang Province consumption.Meanwhile, efforts to improve Heilongjiang抯 foreign economic development, foreign investment and foreign trade driven economic growth in the region.Second, speed up industrial restructuring.The industrial structure should seize the key, to play the province抯 comparative advantages, special industries and promote the rapid development of tertiary industry. Promote the use of large projects of industrial restructuring.Third, the development of low-carbon economy and circular economy .Forth, through innovation to develop the strategic new industries.
