我国公务员晋升管理中竞争机制研究
摘 要
公务员制度是现代政府人事行政体制的普遍形式,自我国1993年起开始推行国家公务员制度,这项制度既是政治体制改革的一项重要内容,也是建立社会主义市场经济体制的必然要求。公务员晋升不仅关系到公务员个人的发展和才能的发挥,更关系到整个国家的前途命运。自我国在公务员中引入竞争机制,经过十几年的发展实践,公务员晋升的“竞争”观念基本树立,采用竞争的方式也取得一定的成效,提拔了一大批年轻有为的公务员到重要的岗位施展抱负。但公务员晋升管理制度本身,晋升管理中竞争机制及其运行过程也出现了一些问题。
本文由四章组成:第一章是本文研究背景及研究现状和文中的相关概念和理论,明确本文研究范围和理论基础。第二章讲述了我国公务员晋升中竞争机制的现状。第三章主要讲述公???员管理中竞争机制存在的问题。第四章通过对竞争机制存在的问题结合多方面的知识提出具体对策。
