政府管理的碎片化案例研究 摘要： 政府管理碎片化集中表现为部门之间的隔阂和冲突，是以专业分工为核心理念的官僚体制的天然产物。虽然“碎片化”管理模式在工业时代体现了效率和理性，但随着网络信息技术的迅速发展和普遍应用以及服务型政府理念的提出和践行,该管理模式日益暴露出其固有的弊端。并带来政府管理碎片化的恶性发展。 社区公共服务碎片化根源于政府管理碎片化，本文以社区公共服务碎片化为案例进行详细分析。以社区公共服务碎片化根源为出发点，进而阐述社区公共服务下政府管理碎片化的表现以及采取的措施。通过对案例的分析。最后提出政府管理碎片化转变成整体性政府管理模式的必要性。 关键词：政府管理碎片化；案例分析；整体性政府 Abstract: The Governmental Fragmentation mainly focus on the gap and conflicts among departments， which is based on the core concept of professional division and becomes the natural product of bureaucratic system. Although the management mode of “fragmentation” embodies the efficiency and rationality in the industrial age, with the rapid development and widespread application of network information technology and the concept and practice of service-oriented government, the management mode increasingly exposed its inherent drawbacks. In the meantime, it brings malignant development of the governmental management. The fragmentation of public service is rooted in the governmental fragmentation; this paper takes the fragmentation of public service into a case to analyze in detail. At first, it will depict the reasons of the fragmentation of public service, and then expound some reflection and measures of the fragmentation of public service under the governments management. Through the analysis of the case, it proposes the the necessity of transferring the governmental fragmentation into the integrity of the government management mode.
