城乡居民基本医疗保险制度融合的做法和经验 *** ***市人力资源社会保障局 【摘要】2003年和2007年起先后试点实施的新型农村合作医疗制度和城镇居民基本医疗保险制度，标志着我国社会医疗保险制度实现了制度层面的全覆盖。从近几年的实践看，在各级政府尤其是卫生部门、人力资源和社会保障部门的努力下，这两项制度运行正常，覆盖面日益扩大，保障水平逐步提高，为实现全民健康保险奠定了基础。然而，由于这两项制度分属不同的部门经办管理，制度之间缺乏衔接与协调，出现两个参保群体间待遇攀比、重复参保等现象，造成财政重复补助、重复建设和社会资源浪费。通过对现行制度的有机，从城乡分割的三元制度变成城乡融合的二元制度，再发展成区域性的统一国民医疗保险制度，确保人人享有较充分的基本医疗保障，最终建立起全国统一的国民健康保险制度，确保实现人人享有健康的目标，不断提高国民健康水平。 In 2003 and 2007 has a pilot implementation of the new rural cooperative medical care system and a basic medical insurance system for urban residents, marks the social medical insurance system of our country to realize the full coverage system.
