Billing system runs effectively and safely, affects the carriers operating efficiency of the system itself and credibility to a great degree. Billing System has been the focus of the Telecommunications operations and management of construction and development of systems. This paper first introduces the current status of the billing system and development background, and then discusses the system design objectives, system requirements and design program, more detailed discussion of the detailed design of the system and realization. Finally, this paper detects billing system and also raises the issue which needs to improve. In this large-scale software project, I choose the fee management module、the u management module 、the account query module and the reckon query module. The systemData Acquisition System and the Data integration system, and bills for each user through the length of time which user access the Open Lab and the Service Type.
