毕 业 论 文 绿色壁垒对江苏农产品出口的影响及对策 专 业 国际经济与贸易 学生姓名 梦 影 班 级 B国贸081 学 号 0810402110 指导教师 王 慧 颖 完成日期 二零一二年六月 绿色壁垒对江苏农产品出口的影响及对策 摘 要：长期以来，农产品贸易一直是国际贸易的重要内容，也是我国对外贸易的重要组成部分。随着贸易自由化的发展，关税壁垒对农产品贸易的保护作用逐渐减弱，非关税壁垒成为贸易保护的主要手段。绿色壁垒是一柄双刃剑，正当的绿色壁垒反映了各国对环境问题的重视，同时也成为贸易保护的一种新手段。绿色壁垒已经成为我国农产品出口的最大障碍。世界发达国家和地区实施的“绿色壁垒”导致我国农产品出口总量大幅下降，并增加了我国农产品生产、出口的成本和贸易纠纷。江苏省是中国农产品出口的大省，近年来农产品出口总量虽在增加，但增幅明显回落，受市场波动的影响大，缺乏国际竞争力。为应对“绿色壁垒”的挑战，必须树立绿色观念，强化农民环保意识，积极发展生态农业，推进农业生产标准化，加强对产地和农业投入品的监管，实行农产品市场准入制度和质量追溯制度，加快认证和品牌建设，建立公开、透明的农产品质量安全信息发布制度。 关键词：绿色壁垒；农产品；出口贸易；标准化 Green Trade Barriers to Agricultural Exports Influence and Countermeasures in Jiangsu Abstract：For a long time, the trade of agricultural products has been an important part of international trade.
