哈尔滨工业大学2009届本科优秀毕业设计（论文）选集 PAGE 426 - 中国草根环保民间组织运作机制的个案研究 人文与社会科学学院：樊燕敏 指导教师：白淑英 摘 要：本论文以对吉林省通榆县环保志愿者协会的长期跟踪调查为基础，采取访谈法、参与观察等研究方法，从组织内部、地方社会生存、外部资源整合等方面对该协会的运作机制进行了分析。在组织内部，领导者的理想化发起动机和成员的社会性社会动机，导致了二元驱动的局面以及“家长式”管理作风。在地方社会，协会面临对其持不同态度的行政部门，分别采取了拉拢、改造和对抗的策略；面对态度随时间发生改变的村民，协会先后采取了联合和分化的策略，这些差异化的应对策略帮助其成功在基层地区扎根。在整合外部资源方面，协会克服初期的各种阻碍，积极争取来自基金会的资金支持；借助公众的关注，媒体对“眼球效应”的追求，积极吸引媒体的报道，扩大知名度；协会还通过与高校环保社团之间建立的联系网络，整合高校资源，双方实现了资源互补。协会也与一些研究机构建立了合作关系，但目前的合作还没有实质性的内容，合作流于形式化。协会的成功运作取得的经验可以为同类草根型环保民间组织的发展提供一定的借鉴和参考，但是其运作也存在着诸如人员结构过于简单，人力资源缺乏等问题。 关键词：草根；环保民间组织；运作机制；个案研究 Abstract：This thesis is based on long-term follow-up investigation on Tongyu Environmental Protection Volunteers Association in Jilin province. Adopting the method of interviews and participatory observation, it analyzes and deduces the operating mechanism of the association from the aspects of its inner structure, survival strategies in grass-root area, and integration with external resources. Inside the organization, the conflict of the leader’s idealistic motivations and the workers’ worldly motivations has lead to its dualistic motivation structure and family-style management. In the grass-root area, facing governmental institutes with different attitudes, it respectively takes the strategies of corporation, transformation, and struggle. When dealing with villagers whose attitudes change as time passes by, the organization has successively taken the strategies of combination and differentiation. These varied strategies have contributed a lot to its successful survival in grass-root areas. To integrate external financial resources, it has been actively finding supports from the foundations. Due to public concern about environmental problems, the media’s pursue of “eyeball effect”, the organization has successfully attracted the media’s attention and thus gained public recognition among citizens.
