第十一屆(2007 年)國土規劃論壇 中華民國 96 年 3 月 24 日 ( 學 生 場 次 ) 台灣生技醫藥廠商區位需求分析 An Analysis of Location Requirement of Biotechnology Firms in Taiwan 黃靖嵐 1 陳麗紅 2 Ching Lan Huang Lihhorng Chen 摘要 中央及地方政府希望透過規劃生技醫藥園區促進產業聚集效應及地區發展，目前全 台已有八處生技醫藥園區，且集中在北部地區，為避免資源浪費及分散，應重點開發。 科學園區的規劃大多由規劃者的角度出發，往往忽略使用者的需求，因此本文希望透過 對生技廠商進行問卷調查，了解生技醫藥廠商對於區位的需求條件，本文將採用李克特 五等量表衡量區位需求的重要性，未來希望藉由廠商需求因素分析國內生技醫藥園區之 區位。區位需求因素中，廠商認為土地取得層面最重要，交通可及性次之，可能由於台 灣的地理尺度較小，產研鄰近性的必要性降低，業者僅考量土地成本的問題。生醫廠商 認為鄰近醫學中心、研究機構較較鄰近大專院校重要，反映出國內生技產業在產學合作 上的不足。六成廠商偏好進入鄰近的生技醫藥園區，九成廠商認為北部地區的科學園區 具有優勢區位。 關鍵詞：生技園區、生物技術、生技醫藥 Abstract Taiwan government regards construction of biotech parks as a main strategy to promote biotechnology industry development and induce cluster. There are eight biomedical parks in Taiwan. It is important to develop potential biotechnology park to avoid resources wasting. In this paper we used Likert Scale to measure the importance of location need of biomedical firms. Most firms’ point out that land rant cost is most important and communication is the second. Biomedical firms think it is more important to close to medical center and institute than universities. It reflects the lack of industry-university collaboration. About 60% biomedical firms are ready to entry closed biomedical park and 90% biomedical firms think that biomedical parks in northern Taiwan are excellent.
