Foreign Market Access Report 2010 Canada 【Risk Warning 】 The Canadian government issued and put into force a variety of regulations in 2009. Specified as follows are the new rules and regulations concerning the bilateral trade between Canada and China. In August, 2009, the Canadian Textile Labeling and Advertising Regulations (TLAR) was issued to set new rules for the labeling of textile articles derived from bamboo. Chinese garment exporters are likely to be affected and are advised to conduct close inspections on the fabric content (especially on mixed fabrics) before labeling and exporting, and identify the exact contents of the fabrics in accordance with the testing results. Canada’s newly-issued regulations on wood packaging materials notified that starting from September 1, 2009, the wood packaging with phytosanitary certificates from China for wood packaging materials only will no longer be accepted in Canada. A valid International Plant Protection Convention (IPPC) mark will be the only accepted treatment certification. Chinese producers are advised to have IPPC labels on the packaging of the products exported to Canada and state clearly in the contract the inspection and quarantine requirement of wood packaging as well as the corresponding responsibilities to avoid unnecessary loss. In April 2009, Canada issued the Order Amending Schedule I to the Hazardous Products Act (Cribs, Cradles and Bassinets) to introduce additional requirements on the construction, side-height and warning tips on the packaging and labeling of cribs.
