分类号 I C S 学校代码 10129 学 号 巴彦淖尔市种子产业现状及发展对策研究 Bayannaoer city seed industry current situation and development countermeasure research申 请 人：席雅琴学位名称：农业推广硕士领 域：种子产业指导教师：张 胜 教授 论文提交日期：二○一二年九月摘 要种子是农业最基本的生产资料，是农业科技进步的有效载体，种子事业的发展对农业丰产、农民丰收起着举足轻重的作用。目前我国种业产业仍处于初级发展阶段，种业企业科技创新能力、产业集中度、市场竞争力等仍有很大的提升空间，充分利用各种有利条件，加快种业科技创新，促进现代种业发展，是摆在种子界面前十分紧迫和艰巨的任务。巴彦淖尔市为国家和自治区的商品粮基地，丰富的光、热、水、土资源，为农业的发展提供了良好的发展环境，也为种子产业发展奠定了基础。《种子法》和《种子条例》颁布实施以来，巴彦淖尔市种子产业发展迅速，种子产业网络已初步形成，但由于我市起步晚，经验不足，实力差，种子产业基础仍然较为薄弱，缺乏强有力的市场竞争力。本研究通过对国内外种业的回顾、发展趋势的推断、存在问题的认真剖析，了解并明确了当前国内外种业发展的方向及存在问题。结合巴彦淖尔市的农业生产及种子企业、种子管理机构的实际，在调查研究和实地走访的基础上，系统研究了巴彦淖尔市种业现状、发展优势、存在的问题。综合国内外种业发展的经验和他人研究的成果，提出了巴彦淖尔市种子产业健康发展的对策措施。 关键词：种子；产业；发展；对策 Studies and Developments on Peking DuckOrganic Feed to Fortified with Selenium AbstractThe seed is the most basic means of production of agriculture, is the effective carrier of agricultural science and technology progress, the development of seed industry of agricultural high yield, farmers harvest play a decisive role.At present our country seed industry is still at the primary stage of development, seed enterprise technological innovation capability, industry concentration, the competitiveness of the market is still much room for improvement, make full use of favorable conditions to accelerate the innovation of science and technology, industry, promote the development of modern industry, is suspends in front of seed interface very urgent and arduous task.Bayannaoer city is the national and regional commodity grain base, abundant light, heat, water, soil resources, agricultural development provides a good environment for the development, but also for the development of seed industry laid a foundation.Seminal law and seed since the promulgation of regulations, Bayannaoer seed industry development is rapid, the seed industry network is preliminary already form, but because of our late start, lack of experience, poor strength, seed industry base is still relatively weak, the lack of stron
