Marine Vapor eMission Control systeMs Background Meeting the Requirements The Clean Air Act Amendment of 1990 (CAAA) identifies the transportation and storage of vola- tile hydrocarbons as a major source of air pollution. As a result, the EPA and state regulation agencies target volatile emissions from marine vessel loading and degassing operations for vapor control. In 1990, the United States Coast Guard (USCG) published regulations in 33 CFR 154 pertain- ing to vapor control systems for marine loading operations. The USCG regulations are safety requirements written to ensure that the required emission control devices are designed and operated in a manner that protects operating personnel, the marine vessel, and terminal. The USCG also published guidelines in the Navigation and Vessel Inspection Circular No. 1-96 to address safety requirements for marine vessel degassing operations. Both the Coast Guard regulations published in 33 CFR 154 and NVIC 1-96 make provisions for two emission control technologies: vapor recovery and vapor combustion.
