Terms of Reference HCFCs Phase-out Supervision and Monitoring Activities for PU Foam Sector in Jiangsu Province (Reference No.: CS-21) Background The China Government ratified the Montreal Protocol on Ozone Depleting Substances (hereinafter the Protocol) in 1991 in order to protect the ozone layer. As a party of the Protocol, China has observed all of its obligations, gradually phasing out ozone depleting substances, and improved its compliance management systems. In 2007, the 19th Meeting of Parties approved the adjustment to accelerate phase-out of HCFCs, which stipulates that A5 countries including China are to freeze HCFC production and consumption levels to those of 2009 and 2010 average by 2013, 90% of the freeze level by 2015, and complete phase-out of HCFC production and consumption for controlled applications except for servicing by 2030. China is the largest HCFC producer, consumer and exporter in the World. In 2012, China produced over 506,000 tons of HCFCs for controlled applications, accounting for 86.6% of the global amount, and consumed 317,000 tons domestically, accounting for 53% of the global total. The data indicate the scale of the compliance task. China’s HCFC phase-out involves multiple sectors such as chemical production, refrigeration, foam and solvent, and etc., with thousands of enterprises. It is a long-term and challenging task to enhance technological guidance and monitoring in an effective manner to ensure the on-time phase-out of HCFCs. Especially the PU foam sector, which is a major HCFCs consuming industry by using HCFC-141b as blowing agent. Since the PU foam sector plan for HCFC-141b phase-out was approved in 2011, various conversion projects and technical assistant activities have been implemented; zero ODP and low GWP substitutes and alternative technologies have been introduced and applied in the enterprises, while relevant policy actions have also been promulgated in order to support the HCFCs phase-out process in a sustaina
