计划生育综合服务管理系统的设计与实现 摘 要 随着世界大多数国家电子政务的大力推进、人口的频繁流动和政府向服务型政府的加速转型，使得建立一个全国范围内的计划生育综合服务管理系统成为必然，其快捷的服务和科学有效地控制人口数量、提高人口素质将得到人民和政府的青睐。 本文在对计划生育管理工作进行深入调查的同时，主要研究了计划生育管理工作主要采取的方法和手段，并设计开发了这个计划生育综合服务管理系统。该系统集信息录入、信息查询、信息统计和信息预测于一体，还融合了信息导航，把计划生育工作由以往的单纯的强制管理模式发展为以服务为主，管理为辅的管理和服务相结合的新型的模式，把计划生育工作提高到一个新的水平。 论文首先从系统的开发背景、社会需求和实现意义谈起，然后，重点介绍了系统的设计和实现。设计部分从系统实现目标、实现思路和系统分析着手，提出了系统的总体设计方案，并对系统的功能设计和数据库设计做了详细的说明；实现部分介绍了系统中各个模块的实现方法。最后，论文通过对系统进行全方位的测试指出了系统中存在的不足之处，并对系统的最终结果进行了客观的评估。 关键词：电子政务；计划生育；综合服务 Design and Implementation of Family Planning Compositive Service and Management System Abstract With the great advance of E-government of most countries in the world, continual flow of people and accelerative of government’s revolution to service-oriented government, the concept of building a family planning compositive service and management system in all of the country is inevitable and gradually rooted in people’s hearts. What’s more, the family planning compositive service and management system will attract many people and governments for its high-speed and convenient service and scientifically and effectively controlling the population size and improving the health of the people. The means and measures in family planning management are mainly researched, and at the same time family planning management is deeply investigated, then the family planning compositive service and management system is designed and developed. The system gathers information input, information query, information statistic, information forecast and information navigation. And the system makes family planning work develop from old and single shotgun management model to a new service primarily and management auxiliarily model, which enhances the family planning work to a new level.
