China Electronics Technology Group Corporation, No. 10 Institute (hereinafter briefed as Electronics No. 10 Institute), is one of military industrial product (hereinafter briefed as military product) research development institutes for national defense, specializing in research and development of military electronical product since its establishment. In recent years, as national military product began to adopt the market principle, more and more civil high-tech enterprises participated in military product market competition; in the meanwhile, as consistent rising of our national defense strength, military industrial institutes also took active part in the competition of international military product market. For Electronics No. 10 Institute, opportunity and risk coexists as China joined WTO. To adapt to drastic completion of domestic and international military product market, Electronics No. 10 Institute transformed from pure technological research mode in the past to research and production dual-focus mode, and from pure military technology to military-civil dual-purpose technology. Therefore, it becomes more and more important that how to timely obtain effective resources to develop more products with autonomous intellectual property to raise the core competitive force of the Institute during the courses of establishing its development decision on significant issues and developing consistently.
An enterprise that has no long-term development deep-going understanding of market aitd environment is destined to be unable to grow larger and stronger.
