Primary Drivers for PCPS Increased congestion in our urban interstates and arterials with higher VMT forecast in the near future. Declining condition of our rigid pavement infrastructure (PCC accounts for approximately 35% of all pavement treatment types). Clear need to use Accelerated Construction Methods to minimize work zone lane occupancy. [5 hr work window in NY City Metro area] Provide an alternative pavement treatment that will last 30 to 40 years.
