Financing Channels Survey Report on Existing Buildings Energy Efficiency Retrofit Projects in China Energy Research Institute of National Development Reform Commission Jan., 2010 ABSTRACT Chinas energy efficiency financing began about thirty years ago. With the development of energy financing environment improved gradually, the energy efficient financing scale of the whole society has been increased. From the current financing development trends of building energy efficiency, the main participates has extended from owners to government, energy service companies, property companies, heating companies, banks and many other parts. Financing channels are also continuously expanding from single owner to more subjects. The report as a phase outcome of the project, analysis the main and potential financing channel of chinas energy efficiency in existing buildings except owners pay all themselves at present, as shown below. Figure 0-1 Main financing channels of Energy Efficiency Building Policy oriented financing channels Policy oriented financing primarily refers to the money or incentive policies which can be used for building energy efficiency retrofit mainly from governments, international organizations with public nature. Policy oriented financing channels can only lead financing but not fundamentally solve the problem of building energy efficiency retrofit financing, so the existing building energy efficiency retrofit financing can not be totally dependent on policy oriented financing. Policy oriented financing include: (1) Governmental subsidies Subsidies on existing residential building heating metering and energy efficiency retrofit in northern heating districts: the state council issued integrated heating metering retrofit task of 0.15 billion square meters in northern districts, the Ministry of Finance allocated subsidies of 900 million Yuan for heating metering retrofit of the northern districts.
