南京大学金陵学院本科毕业论文 院系 南京大学金陵学院 专业 传媒学院策略传播系广告学 题目 拆迁条例是如何出台的？ ——媒体传播与政策演进 年级 大四 学号 学生姓名 指导老师 论文提交日期2013年月日 拆迁条例是如何出台的？ ——媒体传播与政策演进 摘要 自改革开放以来，我国经济始终保持着持续快速的发展，在经济发展的同时城市化建设也在大跨步买进。特别是近十几年来，全国各地掀起了大规模城市建设，拆迁的范围和规模不断扩展，涉及范围越来越广。在大规模的城市化和拆迁的过程中也引发了许多的矛盾，有些在拆迁过程中引发的矛盾由于不断激化形成了冲突性事件，有的甚至酿成“自焚”的悲剧，这些矛盾成为社会不稳定的一个重要源头。由于我国在法律上没有明确的划定公共利益与商业利益的界限，所以地方政府往往以公共利益的需要为理由进行拆迁，然后进行商业开发。而且如何处理拆迁中发生的事件，地方政府并没有一个合理和权威的法律依据。媒体关于拆迁事件的大规模报道引起了国家拆迁政策的出台和变迁。本文将以批判性的话语分析作为研究方法，以重庆“钉子户”、“唐福珍自焚事件”、“江西宜黄拆迁事件”等为案例，来探究媒体的报道对国家公共政策演进的影响。通过研究我们可以发现由于媒体对这些冲突性事件进行了大量的报道。面对公众和舆论的压力，国家立法机关不断正视这些社会事件带来的影响，并对相应的法律政策进行了相应的改进。因此媒体传播对我国的政策演进起到不可忽视的作用。 关键词：拆迁事件;媒体传播;政策演进 Abstract Since reforming and opening policy, our economy keeps a terrific speed to develop. Meanwhile, city construction also keeps a safe speed to forward. Especially in the recent years, there is a large scale with the city construction and the scope Housing Demolition contentious to expand more and more range. There are some contradictions during the titanic scale urbanization and housing demolition. Some of the contradictions have intensified into conflicts during the remove proceed and some of these collisions even develop into the tragedy burn oneself and those contradictions are the principal source of social instability. Provincial government always removes for the sake of public need and then carry on the business development because there are no definite limits between public interests and commercial interests in Chinese law. The provincial government likewise doesnt have reasonable and automotive law to deal with the events during the housing demolition. Policy of Housing Demolition has introduced and changed because of the larger scale reports of the housing demolition by the media. The paper will probe into the influence of the media report to the proceed of public policy in the way of critical discourse and by the examples of nail house in Chongqi
