Is Street Crime More Harmful Than White-Collar Crime? Issue Summary The word crime entered the English language (from the Old French) around A.D.1250, when it was identified with “sinfulness”. Later, the meaning of the word was modified: crime became the kind of sinfulness that was rightly punishable by law. Even medieval writers, who did not distinguish very sharply between church and state, recognized that there were some sins for which punishment was left to God; the laws should punish only those that cause harm to community. Of course, their concept of harm was a very broad one, embracing such offense as witchcraft and blasphemy. Modern jurists, even those who deplore such practices, would say that the state has no business punishing the perpetrators of these types of offenses. What, then, should the laws punish? The answer depends in part on our notion of harm. We usually limit the term to the kind of harm that is tangible and obvious: taking a life, causing bodily injury or psychological trauma, and destroying property. For most Americans today, particularly those who live in cities, the word crime is practically synonymous with street crime. Anyone who has ever been robbed or beaten by street criminals will never forget the experience. The harm that these criminals cause is tangible, and the connection between the harm and the perpetrator is very direct. But suppose the connection is not so direct. Suppose, for example, that A hires B to shoot C. Is that any less a crime? B is the actual shooter, but is A any less guilty? Of course not, we say: he may even be more guilty, since he is the ultimate mover behind the crime. A would be guilty even if the chain of command were much longer, involving A’s orders to B, and B’s to C, then on to D, E, and F to kill G.
