固定式压力容器安全技术监察规程(大容规)培训研讨分享TSG 21—2016大漠孤烟编制 二○一六年五月《固定式压力容器安全技术监察规程》 TSG 21—2016中华人民共和国国家质量监督检验检疫总局2016年2月22日颁布。2016年10月1日实施。 前 言《大容规》制定的基本原则:? 1.以原有的压力容器七个规范为基础,进行合并以及逻辑关系上的理顺,统一并且进一步明确基本安全要求,形成关于固定式压力容器的综合规范。? 2.根据特种设备目录,调整适用范围,统一固定式压力容器的分类。? 3.根据行政许可改革的情况,调整各环节有关的行政许可要求。? 4.整理国家质检总局近年来针对压力容器安全监察的有关文件,汇总《固定式压力容器安全技术监察规程》宣贯、实施中存在的具体问题,收集网上咨询意见,增补相应内容,重点解决当前存在的突出问题。《大容规》制定的基本原则? 5.扩展材料范围,重点解决铸钢、铸铁压力容器材料技术要求(安全系数、化学成分、力学性能和适用范围),增加非焊接瓶式容器高强钢材料技术要求。? 6.按照固定式压力容器各环节分章进行描述,每个环节的边界尽可能清晰,明确相应的主体责任(如明确耐压试验介质、压力、温度,无损检测方法、比例,热处理等技术要求由设计者提出并且放到相应设计章节)。? 7.理顺法规与标准的关系,整合、凝练固定式压力容器基本安全要求,将一些详细的技术内容放到相应的产品标准中去规定。注:七个规范指:《固定式压力容器安全技术监察规程》TSG R0004-2009《非金属压力容器安全技术监察规程》TSG R0001-2004《超高压容器安全技术监察规程》TSG R0002-2005《简单压力容器安全技术监察规程》TSG R0003-2007《压力容器使用管理规则》TSG R5002-2013《压力容器定期检验规则》TSG R7001-2013《压力容器监督检验规则》TS R7004-2013目录? 1总则······································································· ·(1)? 2材料········································································ (4)? 3设计·······································································(13)? 4制造·······································································(30)? 5安装、改造与修理·················································(45)? 6监督检验································································(46)? 7使用管理································································(61)? 8在用检验······················································· ······ (70)? 9安全附件及仪表············································ ····· ·(94)? 10附则····················································· ···· ···· · (97)目录? 附件A压力容器分类·································································· (98)? 附件B压力容器产品合格证····················································· ·(102)? 附表b压力容器产品数据表····················································· (103)? 附件C压力容器产品铭牌·························································· (104)? 附件D特种设备代码编号方法···················································(106)? 附件E特种设备监督检验联络单····························
