Abstract Abstract Since the issue of global warming are increasingly attracted the international attention, low-carbon of urban development has become the first problem to be solved. Construction of low carbon development index system can effectively help the general public and policymakers know the overall situation of low carbon construction in that city, and to monitor the tendency of its development. It is also conductive to future low-carbon program and decisions. In the first place, based on the index system framework formulated by Chinese Academy of Social Sciences for low-carbon city and the present situation of Suzhou, paper amended the indicator level. Paper also added two indexes which respectively were net coal consumption of thermal power plant and CO2 emission coefficient of electric power, and used the proportion of the coal accounted for the fossil energy instead of the proportion of zero-carbon energy accounts for the primary energy. By accounting CO2 emission coefficient and CO2 emissions from 1989 to 2009 of Suzhou, with the rest data of low carbon index had been collected and calculated, nearly two decades of Suzhou City, electricity CO2 emission factor takes the shape of declining trends, and in 2008 reached the lowest value of 209.53 （g-C/kwh ）, the Suzhou Industrial sector CO2 emissions overall upward trend ，paper gave a specific method for low carbon indicator calculating.
