提升财政信息化程度 推进管理科学化进程 摘要：随着经济社会的不断发展，加大财政信息化建设力度是推动财政管理科学化、精细化的关键举措。本文从提升财政信息化层次着手，阐述财政信息化的作用，构建财政信息系统。为加快财政“四位一体”管理进程提供坚实的技术支持，加强信息系统的管理和维护，确保系统的运行顺畅。财政管理信息化不仅是一个信息化工程，而且本质是一种财政管理方式的革新，根本的目的是通过现代信息技术实现财政的科学管理。 关键词：财政；信息化；科学管理；提高效率；促进发展 enhance the degree of financial information and promote the process of scientific management - information technology to promote the financial and scientific management xia peng (jiangsu yancheng sheyang office of finance bureau,yancheng224300,china) abstract:with the continuous economic and social development,and increase financial information building efforts is the key initiatives to promote the financial and scientific management,fine.in this paper,the upgrade to begin the task of financial information on the role of financial information,and build the financial information system.to speed up the financial “four-in-one” management process to provide a solid technical support,strengthen the management of information systems and maintenance,to ensure the smooth operation of the system.financial management information is not only an information technology project,and nature is the way of a financial management innovation,and the fundamental aim is through modern information technology to achieve the financial and scientific management. keywords:finance;information technology;scientific management; efficiency improvement;development 近年来，信息化已经成为全球社会发展的新潮流，西方发达国家经济的持续发展，在很大程度是得益于信息技术产业的优势及信息化带来的管理效率的优势。面临着影响力如此强大的全球信息化浪潮，我国也提出了建立电子政府的要求，政府有关部门也都加快了管理信息化建设的进程。作为对政府行政管理重要组成部分的财政管理，加快财政信息化改革当然也是很有其必要性的。 一、财政信息化管理的概论 我国财政改革的目标是建立满足社会公共需要的公共财政，实现对财政资金地集中监控，提高财政资金的使用效率，确保财政资金的运作安全、科学、高效，并能遏制财政工作中腐败现象的滋生。随着信息技术的迅速发展，运用先进的计算机技术和网络技术，加强财政信息化建设，对每一笔财政收支数据进行完整记录并实现实时处理，使财政管理制度刚性化，达到实时监控、硬性约束的目标，推动我国财政改革，已是大势所趋。而什么是财政管理信息化？一般来说，从广义上讲财政信息化，是指与实现财政工作信息化有关的所有工作，包括财政管理信息网络的架构、财政应用软件的开发、财政管理信息系统的维护、财政信息化人才的培训、财政信息化制度的建设等等。而从狭义上讲财政信息化是指以电子计算机为主体的当代电子信息技术在财政工作中的应用。在笔者看来财政管理信息化其实是一项综合的工程，涉及到多方面的内容，所以在本文的论述中，倾向于采用广义的财政信息化概念。 二、财政信息化管理的效用 （一）优化服务，丰富信息化建设广度 构建
