Master Dissertation of Suzhou University of Science and TechnologyStudy on the impact of administrative divisions on industrial layout and planning measures——with the case of ZhenjiangMaster Candidate: JiangBin Supervisor: HouAimin (Pro.f) Major: Urban and Rural PlanningSuzhou University of Science and Technology School of Architecture and Urban Planning June,2015摘要产业布局是产业发展的首要环节，产业布局的合理与否，不仅影响到产业自身， 也影响到产业所在地区的发展。在正常情况下，产业最优布局应当遵循市场经济体制 下区域发展的要求，在综合考虑区位、资源、区域互补、基础设施、公共服务等一般 影响要素的基础上，按照区域经济一体化的规律进行布置。然而，纵观我国当前的产 业布局，大多以行政区边界为框架展开，也呈现出围绕地区行政中心布置的态势，而 并未按照区域经济一体化的要求进行最优布置，产业布局在表现上与行政区划有着千 丝万缕的关系。因此，探究行政区划对产业布局的影响，对产业布局及其所在地区有 着重要的意义。而起源于上世纪 90 年代中前期的行政区经济理论阐述了由行政区划导致的行政壁垒对区域经济发展的刚性约束，历经 20 余年的发展，已经形成了一套 完备的理论体系，可以说，行政区经济理论对研究行政区划对产业布局的影响有着极 为重要的理论指导和理论借鉴意义。因此，在深入分析行政区经济理论及相关研究的基础上，本文选取行政区划状况 极为复杂，产业布局也因此受到较大影响的镇江作为主要研究对象，将行政区划与产 业布局分解为若干要素，综合运用定量和定性分析，从行政区划与产业布局关系的表 现入手，结合苏州、常州等地的辅证，分析了行政区划与产业布局的一般关系，然后 深入分析行政区划影响产业布局的机制、后果，进而基于镇江实证提出有针对性的规 划应对措施，以期为优化镇江的产业布局提供切实可靠的依据，也为其他地区提供借 鉴。关键词: 行政区划，产业布局，镇江，规划应对AbstractIndustrial layout is the most important part of industrial development, it is reasonable or not, not only affects the industry itself, but also affects the development of the area where it is arranged.Under normal circumstances, the optimal industrial layout should follow requirements of the regional development under the market economy system, on the basis of considering general impact factors like location, resources, regional complementary, infrastructure and public services, be arranged according to the law of regional economic integration.
