内容摘要随着新一轮医疗卫生体制改革的推进，为了进一步规范药品流通市场秩序，自2012年开始，我国先后出台了许多新医改的配套政策。其中与药品零售企业息息相关的就有《国家药品安全“十二五”规划》、新修订《药品经营质量管理规范》等，这些制度政策从质量管理制度制定实施、从业人员资格要求、计算机信息化管理、药品电子监管、设施设备配备以及日常管理等多个方面对药品零售企业的经营活动提出了新要求。本文回顾了我国药品零售业发展史和政府部门监管历程，并以四川省Z市的药品零售企业为例，从人员、场地设施、分布区域、经营状况等方面进行调查分析，发现目前药品零售企业普遍面临的问题，如分布不均衡、经营规模偏小、质量管理水平不高、执业药师配备缺口大等。在此基础上，借鉴其他国家和地区在医药行业管理、人员管理制度等方面的经验，在新医改的制度环境下，提出实施药品零售企业分级管理和执业药师分类执业的监管模式构想，以期对今后政府部门开展药品零售企业监管工作提供有益参考。关键词：新医改；药品零售企业；监管制度；执业药师AbstractAccompanywiththedevelopmentofnationalhealthsystem,theChinesegovernmenthaspublishednumbersofthemedicalreform’ssupportingpoliciesinordertoregulatethemarketorderofthedrugdistributionfromtheyearof2012.Inthesupportingpolices,someareassociatedwithdrugretailingenterprises,suchas“China’s12thFive-YearPlanofNationalDrugSafety”andtherevised“GoodSupplyPractice”.Thestandardsmakenewdemandsonsomanyaspects,suchastheimplementationofqualitycontrolsystem,qualificationofmedicinepractitioners,computerinformationmanagement,electronicsupervisionofdrug,hardwarefacilitiesanddailymanagement.ThethesisreviewsthehistoryofChina’sdrugretailindustryandtheprocessofgovernmentalregulation,exemplifiedwiththedrugretailenterprisesintheZcity,andtheninvestigatestheaspectsofpractitioners,hardwarefacilities,distributionarea,operatingconditions.Thethesisexplainstheproblemsthatdrugretailingenterprisesface,suchasimbalanceddistribution,small-scaleoperations,lowstandardofqualitymanagement,andlackoflicensedpharmacists.Byusingtheexperiencesofothercountries’managementofmedicalregulationandhumanresources,thethesismakesinnovationsonthestatesuperintendenceofdrugretailingenterprisesandlicensedpharmacistsshallimplementundertheenvironmentofnewmedicalreformdecentralizedadministration,whichpresentstheexamplesandinspirationsforthegovernmentalregulationofdrugretailingenterprises.Keywords:newmedicalreform;drugretailingenterprises;supervisessystem;licensedpharmacists目录引言1（一）选题的来源及意义1.选题的来源1.选题的理论意义1.选题的实践意义1（二）国内外研究现状3.国内研究现状3.国外研究现状4（三）研究思路和方法4（四）论文的创新5一、我国药品零售行业基本情况5（一）我国药品零售行业发展历史
