摘要
房地产业自身具有的波及范围广、上下游产业关联性强、投融资巨大等特点使其在我 国占据了国民经济的支柱性行业的地位,从而使得房地产市场的发展形势直接牵动着各级 政府以及全国消费者的神经。从近十年来看,我国房地产市场发展可谓是扶摇直上,一路 飙升,尽管在 2008 年受整体经济形势的影响出现了短暂的波折,但是之后又迅速恢复了 其火热的发展局面,全国的专家、学者以及房地产大鳄们也一直在不同阶段分别发出正面 或者负面的不同声音,政府针对房地产市场制定的相关政策也是接二连三地出台,像“国 八条”、“国六条”、“限购”、“限贷”等等。其实,不管是政策的出台还是不同声音的出现 都是基于对房地产市场当前的发展或者根据历史的发展做出判断的前提下诞生的,因此, 对房地产市场做出科学、合理、准确的评价是至关重要的,它能够改变市场结构与信息的 不对称,让消费者理性参与到房地产市场中来,为房地产市场的健康稳定发展提供客观依 据。
本文首先通过对文献的阅读调研深入分析了房地产市场供求理论、周期波动理论、泡 沫理论、可持续理论四个理论,同时构建了包含四个维度二十个指标的指标体系来对房地 产市场运行情况进行分析;其次,依据模糊数学理论建立起房地产市场健康度评价模型, 利用因子分析法确定各个指标以及各个维度的权重,根据隶属度函数确定每个指标、维度 相对于不同评语集的隶属度;最后,以赣州市房地产市场做为实例,对其 2001-2011 年的 相关指标数据进行分析,代入房地产市场健康度评价模型,从而得出赣州市历年房地产市 场运行健康状况并提出相关对策与建议。
文章最后根据上述对赣州市房地产市场实例分析结果得出了如下结论:外部干预是房 地产市场健康运行的必要条件;房地产市场的健康与否与土地资源的可持续性以及宏观经 济背景息息相关;房地产市场上存在的投机性需求过多与市场结构失衡也是目前影响房地 产市场健康稳定发展的主要因素。
