ABSTRACTInstitutionalreformisanimportantbreakthroughinreformofourcountryeconomicsystemandpoliticalsystemreform.Service-orientedgovernmentisthegoalanddirectionofthereformoftheadministrativesystematpresentandinaperiodofourcountry,itisalsothegoalanddirectionofinstitutionalreform.Accordingtofurtherpromoteseparation,politicsendowmentapart,separatingthefunctionsofgovernment,separationofgovernmentandsociety,constructionfunction,science,structuraloptimization,cleanandefficient,peoplessatisfactionwiththeservicetypegovernmenttheobjectivesandrequirements,itisanimportanttaskforthegovernmenttopromotetheconstructionoftownshipgovernmentreformcomprehensively.Theruraldevelopmentandthereformoftheadministrativesystemasthebackground,fromGuangxiTianyangarunofthreecenterreformandinnovationofpractice,ruralresearchistobuildaservice-orientedgovernmentasthegoalorientedmechanismreform,explorethefeasibilitytoreformleathertowninstitutionswithintegrationthoughtofbigdepartmentsystemintheideaof.Thispapermainlyfocusonthefollowingquestions:oneistheconstructionofservice-orientedgovernmentputsforwardnewrequirementstothereformoftownshipinstitutions.Twointheruraldevelopmentandthereformoftheadministrativesysteminthebackground,howtosolvetheexistingproblemsinthereformoftownshipinstitutionsandexplorethereformmodeofoperation.Threeisthereformoftownshipinstitutionssuccessrequiresinstitutionalarrangementstopromotewhatsupporting.Thispaperexpoundsthereformoftownshipinstitutionsandrelationshipsbetweenbuildingaservice-orientedgovernment,thesuper-ministriesintegrationconceptreformoftownshipinstitutionstheoryandrealitybasis,putforwardthecountermeasureandsuggestionofdeepeningthereformoftownshipinstitutionsintheservice-orientedgovernmentrequirementsunderthe.Thispaperisdividedintofiveparts.Thefirstchapteristheintroduction,thebackgroundandsignificanceofthispaperbrieflyreviewedinthispaper,andtherelatedliterature,theresearchmethodsandideasofthispaper.Thesecondchapteristheconceptsandbasictheoriesrelatedtothereformoftownship
