AbstractService-orientedgovernmentistobuildaruleoflaw,efficiency,andresponsibility-limitedgovernment,andthentoestablishasetofperformancemanagementsystem.Intheguidanceofservice-orientedgovernmentconcept,thegovernmentshouldmakefulluseofe-commerceplatformtoinnovatemanagement,changeitsadministrativefunctions,improveadministrativeefficiency,establishasenseofpublicservice,andthenestablishthecitizen-drivenservicemechanism.Theevaluationofe-governmentperformancewillimprovetheefficiencyofe-government,andthenpromotetheserviceabilityofgovernment,thetransformationofgovernmentfunctions,andthegovernmentsadministrativeefficiency.BasedonthecurrentsituationofChinase-governmentperformanceevaluation,thispaperwillfocusonproblemsolving,namely,putsforwardcorrespondingcountermeasuresandsuggestions.Startingfromtheclarityofconstructionline,itputsforwardspecificindexofe-governmentperformanceevaluation,andusestheanalytichierarchyprocesstodesigntheindexweight,determinetheperformancecriteriawiththemethodofquantitativeandqualitative.Throughempiricalresearch,notonlyenrichthetheoryresearchoftheconnotation,butalsotestthefeasibilityofcountermeasures,inordertoprovidereferenceforotherlocalgovernment.Theresultsshowthat,despitetheperformanceevaluationofe-governmentintheoryandpracticehavemadesomeachievements,buttherearestillmanyproblemstobesolved,includingtheestablishmentofevaluationmechanismisnotperfect,establishevaluationcontentsincompleteevaluationdesignisnotscience.Forthesethreeproblems,accordingtoe-governmentperformanceevaluationshouldtaketechnicalspecificationsasthestartingpoint,tofocusonthemultifacetednatureofassessmentandrepresentativedesignideas,designofChinase-governmentevaluationindexsystem.Keywords：Service-orientedgovernment;E-government;Performanceevaluation;Analytichierarchyprocess目录摘要···················································································IAbstract··············································································II1绪论1.1研究背景与意义·························
