内容摘要为了更好地管理社会主义市场经济，国家出台了一系列法律、法规、政策对 市场经济进行管理和调控，极大地促进了社会生产力的发展。然而，随着我国改 革开放不断推进，现行登记制度，管控较严，早已不能适应当前发展需求。为了 建立和维护更好的市场经济秩序，商事登记改革势在必行。工商部门进行了职能 调整之后，对人员也进行了划分，企业注册资本制度改革、建设市场主体诚信公 示系统、简化住所（经营场所）登记、实行先照后证等工作也陆续在全国各地开 展试点。作为市场场经济的重要主体，个体工商户登记管理制度不可避免地要经 历一系列改革探索，在改革实践过程中更是遇到一些新情况、新问题。解决好个 体工商户在当前工商登记改革中遇到的各种困难和问题，有利于切实解决群众困 难，夯实商事登记改革的群众基础，提高政府对市场经济的管理和服务能力，进 一步激发市场主体活力，促进市场经济健康有序发展。本文介绍了当前工商登记改革的现状、个体工商户的内涵和监管困难、“三 证合一”的相关概念和研究现状，并以四川省宜宾县的个体登记工作实践为例， 针对个体登记工作在工商登记改革过程中遇到的人力紧缺、登记制度矛盾、社会 安稳等问题，立足管理学相关理论和工商登记工作现状开展论述，并提出相应的 对策和建议措施，拟得出豁免个体工商户工商登记，实行“三证合一”，有利于 进一步激发个体工商户市场竞争活力的结论。关键词：个体工商户；商事登记改革；三证合一；宜宾县AbstractThe state issued a series of laws, regulations, and policies to manage and regulate the market economy that greatly promoted the development of social productivity. However, with the advance of Chinas Reform and Opening, our current registration system, which is a very stringent management system, already can not meet the needs of current developments. For establishing and maintaining a better market economic order, Commercial Registration Reform is imperative. After adjustment of the functions of AIC, Some staffs left to another department, registered capital reform, market players’ publicity system integrity building, simplify residence (premises) registration reform, and license granted before certificate reform is also starting up throughout all the country. As an important mainstay of the market economy, the registration management system of individual industrial and commercial households inevitably suffers from a series of reforms, and it also will encounter some new situations and new problems.
