AbstractPubliclibrarieshaveforalongtimeplayedaveryimportantroleinhelping peopletogetaccesstoknowledgeandinformation,andinpromotingtheprogressof constructing ademocratic and harmonious societybyprovidingpubliccultureservice, whichismostlywhypubliclibrariescangainfocusandsupportfromtheexternal. NowthatChinahasputthedevelopmentstrategywhichencouragesregional propulsionandcreationintopractice,traditionalextensivedevelopmentmodeand epitaxialeconomicgrowthbasedonresourcedegradation,environmentalpollution, propulsionsimplybyincreasinginvestmentandrepeatedconstructionhasalreadynot fitintheneedsofsustainabledevelopment.That’sthebackgroundofthetimeswhen Chang-Zhu-TanurbanagglomerationandWuhanmetropoliscirclecameintobeing.It isnecessarytorelyonabundant knowledgeandinformation to achievecreative development,andsharinginformationresourcesisbecomingacommonconsensus. Thepositionofpubliclibrariesinthesystemofliteratureandinformationresources makesthemabletoofferhugeinformationguaranteefortheconstructionoftwo-type society.Thepaperfirstlyanalyzestheinformationserviceneedsoftwo-typesociety towardspubliclibrariesfromthefollowingaspectssuchasthedevelopmentstatusin areasofChang-Zhu-TanandWuhan,andtheinformationservicedemandersin two-typesociety.Secondlyitclarifiestheinformationguaranteeabilityofpublic librariesintheconstructionoftwo-typesocietyfromtwoaspects.Thentaking Chang-Zhu-TanareaandWuhanareaasexamples,itcomparesthesituationofpublic librariesservingtheconstructioninthesetwopilotareasofbuildinga resource-conservingandenvironmentally-friendlysocietyfromfouraspects,which includesthedevelopingstatusofpubliclibraries,government’sfunctionalorientation aboutpubliclibraries,technicalinnovationdemandersaswellasthestatusofpublic librariesservingtheconstructionoftwo-typesociety.Thenthepaperputsforward somestrategiesaboutpubliclibrariesservingtheconstructionoftwo-typesociety suchasgovernment’scognition,resourcesconstruction,serviceplatform,library consortia.Basedontheactualrequirementsinregion
