Abst r actService learning originated at the end of the 19th century has been developed rapidly in the field of higher education at the beginning of the 20th century, and moves towards the stage of the course. Directed by the basic theory of Higher Education, this paper is going on the basis of the introduction and practice of the service learning at Shantou University, using literature, comparative law, survey research and the other methods. Public Welfare Course is the advanced form of the Sevice Learning through studying the literature, which organizes the content of Service Learning in the form of course and combines effectively the students’academic learning and social services. Reflection and reciprocity, not only leting students learn in the servicing and reflect in the learning, but also let them serve the local economic and cultral development, are the two fundamental principles of Public Welfare Course, the core of which transfer the activities of volunteers into the form of course, and then integrate fully scholl resources to achieve the goal of school personnel training. And we can say that this is innovation and reformation of the existing universities in China in a way. Through reading literature analysis and researching empirically, the conclusions are as follows: First, the domestic and overseas scholars agree that Service Learning has an important role in cultivating students’various abilities, improving teachers’teaching level and cultivating their dedication about serving the society.Second,through researching empirically,compared to other activities of public welfare,Public Welfare Course can promote body and mind development of the student in six acspects:(1)to train and develop students leadership,organization and team cooperation ability;(2)to raise studentsdedication in participating in and serving society,and to forge students’ good thought quality and consciousness about responsibility of social sense;(3)to break simple
