AbstractThe deepen of Economical globalization has brought the opportunity andthechallengeforourcountryssmallandmedium-sizedenterprise.In ordertostriveforinitiativeintheintenseglobalcompetitionandtoenab- lethelimitedresourcestoobtaintheoptimizeddispositioninabroader scope,moresmallandmedium-sizedenterprisesgooutchinafor invest-ment.From1970to1975,thedirectinvestmentofdeveloping nationo-ccupiesonly0.5%.In1980thedevelopingnationoccupied3.1%, andin1990therisewas4.7%.Till2006,152SMEsindevelopingnationgo outforinvestmentandthesharewasclose10%.InfactChineseSMEshavealreadydeveloppedfromthepastmanualworkshoptotodayshightechmodernizedenterprise,andpartofSMEs h-aveuniquetechnology,specificproduct,stabledomesticmarketand ce-rtainfixedconsumers,soSMEshavesomecertainabilitiestogo global.AndwiththedeepenofEconomicalglobalization,SMEssFDIcan avoiddomesticandoverseasmarketscompetitionandthetrade barrier.Ther-eforeenterprisehastheessentialsteppingininternational marketforfurtherdevelopment,evendirectlyparticipatesinthe internationalmarketbytheforeigndirectinvestment.ButtheSMEssFDIjuststartedinrecentyears,ithadmany problems.JapaneseSMEshavealreadybecamethemodelintheworld throughse-veralyearssdevelopment.AndthepresentChineseSMEs statusisverysimilartoJapan,simultaneouslyourcountryfacesRenminbi revaluationpressure.SowecananalyzeourcountrySMEssFDIinthe basisofJ-apan.ThisarticlebasedontheFDItheoriesandtheexternalandinternal environment as the realistic foundations.
