摘要1995 年 6 月 20 日，中国政府颁布了《全民健身计划纲要》，标志着中国大 众体育进入了一个新的历史阶段。全民健身工程作为我国体育彩票公益金扶持 的一个方面，对群众体育的开展起着至关重要的作用，而全民健身路径作为全 民健身活动的重要物质载体，其建设被中国政府列为实施《全民健身计划纲要》 的重要任务之一。经调查研究表明，全民健身路径总体上的发展与实施效果已 取得一定的成绩，但在部分环节和细微之处仍有不足，本文通过文献资料法、 问卷调查法和数据统计法对相关资料进行分析整理，从全民健身路径的使用与 管理方面具体的进行分析研究，并提出广州市天河区全民健身路径现阶段所存 在的问题：广州市天河区居民使用健身器械锻炼的方式较为盲目，65.4%的锻炼者不能 正确使用全民健身路径的健身器械，练习动作和方式不规范，锻炼者缺乏健身 路径健身方法的技术指导是当务之急，同时受天气、人为和选择性差异等因素 的影响，健身器械的损坏率达到 71.25%。广州市天河区居民使用全民健身路径的人群主要集中在中老年人群，使用路 径锻炼的人群年龄相对集中，影响各个人群使用全民健身路径进行锻炼的因素 需引起关注，用因子分析法对各个人群使用全民健身路径锻炼的影响因素进行 分析和讨论，主要包括个人影响、效果家庭、社会锻炼、外界环境、生活环境、 社会影响和锻炼环境七大方面的因素。广州市天河区全面民健身路径全部为露天放置，由于管理人员数量不足，专 业性不强，各级体育主管部门只重安装而轻视使用与管理等的问题，致使全民 健身路径的管理系统结构和社会效益差。全民健身路径作为公共产品的两种特性受到威胁，场地设施周边环境差，盗 用、挪用等不文明现象比比皆是。全民健身路径的宣传力度远远不够，88.2%的市民不了解全民健身路径的来 源与意义，国家与政府贯彻“取之于民，用之于民”的方针尚不被大众完全认 识。通过对广州市天河区的全民健身路径点进行路径器械管理和使用状况的现 场调查，一方面了解人们使用路径的状况，另一方面了解路径的管理状况，用spss 数据库对影响人们使用路径进行锻炼的因素进行分析，结合人们使用健身路径的行为习惯，对健身路径的配置、使用与管理及健身效果提出一些看法和 建议。关键词：全民健身路径；管理现状；对策研究ABSTRACTJune 20, 1995, the Chinese Government promulgated the National Fitness Program, indicates that China has entered a new sport for the historical stage.
