AbstractDairy products are known as the food for its virtually perfect nutritional value, dairy processing industry served as an intermediate link in the dairy industry chain, plays an important role in this link. Melamine incident has brought tremendous impact to Chinas dairy industry, and domestic dairy products, especially milk powder for infants and young children gave rise to a serious consumer credit crisis. Our country has issued a variety of management policies to regulate the dairy industry, In 2010 the National Bureau of Quality Inspection launched re-acceptance of the registration of production license for national dairy products and infant milk powder production enterprises, many dairy companies closed upon acceptance check. This article gives a review of the dairy processing industry in Harbin and strives to conduct a comprehensive analysis of the current development of the dairy processing industry in Harbin from a macro perspective and strategic height, aiming to identify outstanding problems in the development, to make strategic choices and formulation. Finally it proposes a corresponding strategy implementation and policy recommendation to provide some decision-making references for relevant departments.First, upon the current situation analysis, via the analysis of information and data, it is explicit to admit Harbin dairy processing industry status in Harbin industry, food industry, and the dairy processing industry in Heilongjiang Province.
