AbstractForthesakeofbetteradaptationtothesocialandeconomicdevelopment, numerousindustrialparkhavebeenestablishedinHeFei.However,mostofthe industrialparkhavenotincubatedtheircharacteristicindustrialclustersbasedon theirownresources,buttendtobesimilarinindustries,functions,structures,and modesandsoon.Thatistosay,repeatedconstructionisareallyseriousproblem.In fact,thedirectreasonof“theindustrialgathering”isthefavorablelandandtax policies.Thiskindofspatialgatheringofindustriesisonlytheblindstackingof enterprises,butnottherealindustrialclusters.Therefore,strivingtoexplorethe actualapplicationvalueofindustrialclustertheoryinHeFeiindustrialparkhavethe veryimportant theoretical and realisticmeanings.Thisdissertationisdevelopedinthefollowingthoughtfulclue“problemsraise－present study situation－theory structure－case analysis－countermeasures suggests”.Detail is as follow.Chapter1Putforwardproblems,givesageneralintroductionandmakes commentsonstudyofsituationathomeandabroad, definesthestudyofthis dissertation.Chapter2Analysesindustrialclusters’characteristicsandcompetitive advantages.Industrial clustersarisingfromthecompetitiveadvantageismainly dividedintotwoaspectsofinternalandexternal.Internalcompetitiveadvantage includingcostadvantages,productioneconomiesofscale,innovationandefficiency advantages.Externalcompetitiveadvantageisdrivenfromtwoaspectsofthe capacityofcity competitiveandtheregionaleconomicdevelopment.Thisadvantage comesfromexternaleconomy,whichresultsfromindependenceandcooperation among enterprises of those clusters.Chapter3Maincontentofthischapteristoanalysistherelationbetween industrialclustersandtheprogressofindustrialpark,namely,industrialclusterscan improvethecompetitiveabilityofindustrialpark.Secondly,WithacomparativeeasesutdyonsomeexamplesintwomaincategoriesofindusrtialPark,thereare marketbasedandgovernment-driven,andfinallycometotheconclusion:Inthe industrial clusterdevelopment process,Onlythegovernment is not enough.Chapter4AnalysisoftheHefeiIndustrialPa
