AbstractAlong with the internationalization of domestic competition in the tobacco industry and the global campaign against smoking, China tobacco industry confront huge challenges. Under the circumstances, China /tobacco/Tobacco Monopoly Bureau put forward in 2010 that tobacco logistics will be made to be the core business of tobacco industry. Since 2002, tobacco industry started modern logistics construction, with about ten years of experience;they have got some obvious achievements. However，China tobacco logistics has still beenin a transition state between traditional logistics and modern logistics. Integrated-logistics is an important component of modern logistics, as well as integrated-logistics of cigarette and tobacco leaf to integrated-logistics. As one of the most important regions for cigarette and tobacco leaf production covers all the business operations of tobacco logistics, the research for integrated-logistics of cigarette and tobacco leaf has has a great /demonstration/demonstration /significance/significance.By theoretical /analysis/analysis and case study , the thesis presents that Enshi can set up a third-party logistics company by tobacco industrial and commercial enterprises together to operate tobacco logistics by a separate entity ; reengineer their business process to integrate the logistic resources of cigarette and tobacco leaf; and establish general logistics information platform of cigarette and tobacco leaf to share their logistic information. By these three main ways, Enshi can achieve the integrated-logistics of cigarette and tobacco leaf.Besides,the thesis also presents the promotion program and implementation plan, and analyze the resistance the plan will meet and also give the countermeasures. The whole thesis has high maneuverability, because it not only offers the solution for cigarette and tobacco leaf to integrated-logistics of Enshi theoretically, but also gives the suggestions in practice.
