摘 要 摘 要 民国时期，热河匪患十分严重。民国初期，热河土匪开始大量产生，土匪活动处于 20 20 勃兴阶段。 世纪 年代，热河土匪活动进入到了最猖獗的时期。“九·一八”事变后， 随着日本侵略势力的膨胀，热河的土匪产生了分化，土匪活动转入低潮。抗战胜利后， 热河土匪活动再次猖獗。作为一个社会群体，热河土匪在种类划分、组织规模、地理分 布和活动方式上有其独有的特点。旧中国的反动统治是滋生土匪的土壤。民国时期，热 河地区特有的地理、经济、政治、军事、社会环境是土匪涌现的主要原因。民国时期的 匪患是一个严重的社会问题，对社会造成了众多危害。为了治理匪患，民国热河政府和 中国共产党分别采取了不同的政策和措施。最终，中国共产党彻底肃清了匪患，巩固了 新生的民主政权。 本文在论述热河土匪概况和分析其产生原因的基础上利用大量原始档案资料，分别 论述了热河国民政府和中国共产党这两种政治势力对热河土匪的治理情况。热河土匪的 进一步研究对热河社会，甚至整个民国社会研究是有所裨益的。 关键词 民国时期 热河 匪患 治理 I Abstract Abstract Abstract AAbbssttrraacctt The Republic of China time, the Jehol bandits move very rampant, and its develop has a course.
