汉朝军事财政问题研究.pdf

Y 712036 摘 要 为维护统治，防御外敌入侵，两汉时期维持了一支强大的常备军，由此，汉 代的军事财政规模非常庞大，占据了国家财政中的绝大部分，有时甚至是举全国 之力筹措军事财政的来源，因而其与国民经济有十分紧密的关系，这正是本文研 究意义所在。通过对汉代军事财政的渊源及发展阶段、汉代军事财政的收支状况 与分配原则、汉代军事财务管理以及汉代军事财政与国民经济的关系的初步研究 和分析，解决了军事财政与国家财政的比重关系问题，得出三个结论:一为军事 财政的过度支出造成中国传统社会无力把社会财富用于扩大再生产，因而导致中 国传统社会进展的缓慢而没能实现跨越式的发展;二为军事财政与 “重农抑商” 政策有紧密的联系，大凡军事财政极度扩张之时，往往就是抑商政策执行繁密之 际，不惟汉代如此，传统社会亦为通例;三是军事财政与专制主义中央集权有重 要的关系，军事财政的加强必然要求专制主义中央集权的不断发展，而专制主义 中央集权的发展也为军事财政的加强提供了保障。 关键词:汉代 军事财政 国家财政 国民经济 Abstract Apowerfullong-standingmilitaryforcewaskeptinHanDynastyinordertostrengthenthe nationalfunctionswhichincludebothconsolidatingthemonarchyanddefendingthecountry againstforeigninvasions,sothemilitaryexpensesinthisperiodwereveryhigh,takingupthe largestshareofthestatefinance.Themilitaryfinancewascloselyrelatedtothenationaleconomy becausesometimesthewholenationwasneededtomakegreateffortstosecureenoughmilitary expenses.Thisthesisdealswiththeorigins,somedifferentdevelopingstages,incomesand expenses,andthedistributionalprinciplesofmilitaryfinanceinHanDynasty.Itsmanagementand itsrelationshipwiththenationalfinancethroughquantitativeanalysis,sowecanbeclearlyand deeplyawareofpeoplesheavyburdensbroughtaboutbythemilitaryfinance,whichhelpstoour betterunderstandingofthemutualimpactsbetweenthemilitaryfinanceandthenational economy.Threeconclusionshavebeendrawninthelastpartofthethesis.First,theexcessive expensesofmilitaryfinancemadeitimpossibleforancientChinatospendthenationalwealth enlargingthescaleofmassreproduction,resultinginslowdevelopmentsoftheChinesetraditional world.Second,themilitaryfinanceisinmuchconnectionwiththepolicyofencouragingthe developmentofagriculturewhileinhibitingbusinessactivitiesinthatthelarge-scalemilitary financealwayswenthandinhandwiththestrictimplementationofthepo
