深化厦漳产业合作难点与对策 　　 摘 要： 为了加快厦漳泉大都市区的发展，适应同城化的城市现代化发展趋势，2011年8月福建制定了《福建省加快推进厦漳泉大都市区同城化的工作方案》，明确了厦漳泉大都市区同城化的发展定位与主要目标。随着《厦漳泉大都市区同城化合作框架协议》的正式签订，厦漳产业合作开始进入了一个以厦漳泉大都市区同城化为背景的发展新阶段。在同城化条件下，深化厦漳产业合作仍存在战略制约和体制制约这两个较为突出的难点，需要进一步通过改革和转变经济发展方式予以解决。 　　 关键词： 厦漳泉大都市区； 同城化； 产业合作； 难点； 对策 　　中图分类号： F127 文献标识码： A 文章编号： 1673-9973(2012)02-0117-04 　　 　　Difficulties and Countermeasures of Deepening the Cooperation of Xiamen-Zhangzhou Industry 　　——Take Xia Zhangquan Metropolitan Area City-Integration as Background 　　MA Gui-chan 　　（The CPC Party School of Zhangzhou， Zhangzhou 363000， China） 　　 Abstract： In order to speed up the development of the metropolitan area in Xia Zhangquan and adapt to the modern city development trends of the city， Fujian has formulated “ Fujian Province accelerates the program of work the Xia Zhangquan metropolitan area city-integration”in August 2011， and made it clear that Xia Zhangquan metropolitan area has the city-integration’s development orientation and the main target . With the formal contract signed“ City-integration Cooperation Framework Agreement of Xia Zhangquan Metropolitan Area”， Xiamen-Zhangzhou industrial cooperation has entered a new stage of development of the Xia Zhangquan metropolitan area city-integration as the background. In the city-integration of conditions， the two more prominent difficulties of strategic constraints and institutional constraints exist in deepening industrial cooperation in Xiamen-Zhangzhou ， and to reform and transform economic development ways can work out these problems.. 　　 Key words： Xia Zhangquan metropolitan area； city-integration; industrial cooperation； difficulties； countermeasures 　　 　　 厦漳泉大都市区是贯彻落实国务院支持海西建设《意见》，经国家住房和城乡建设部批复，由福建制定的《海峡西岸城市群发展规划》提出的新概念，在地理范围上，它包括“漳州???区－龙海－招银开发区－厦门海沧－厦门岛－翔安新店地区－石狮－晋江－泉州中心城区”。为了加快这一区域的发展，适应同城化的城市现代化发展趋势，2011年8月福建制定了《福建省加快推进厦漳泉大都市区同城化的工作方案》，明确了厦漳泉大都市区同城化的发展定位与主要目标。随着《厦漳泉大都市区同城化合作框架协议》的正式签订，厦漳产业合作开始进入了一个以厦漳泉大都市区同城化为背景的发展新阶段。 　　 目前关于同城化的定义有多种表述，笔者将同城化定义为：两个或两个以上社会经济联系密
