硕 士 学 位 论 文 Study on Management Modernization Evaluation of Reservoir Project 摘 要 水利现代化是国家现代化建设的重要组成部分，重要支撑和保障不仅水资源，也是人民生活的必然要求。 （1）界定水库工程管理现代化的内涵，分析水库工程管理现代化的特征、建设目标和内容，为建立水库工程管理现代化评价指标体系和评价模型奠定理论基础。 （2）水库工程管理现代化评价指标体系构建。论文在探讨构建评价指标体系基本原则和方法的基础上，采用多种定量及定性相结合的指标初选及优选方法，从管理体制、管理制度、管理手段、管理人才、发挥水库工程社会经济生态效益等方面，构建了一套具有两级指标、定量与定性相结合的水库工程管理现代化评价指标体系。 （3）基于组合权重的物元分析法评价模型的构建。针对水库工程管理现代化内涵、建设内容和评价指标体系，构建水库工程管理现代化评价模型。结合AHP和熵权法，建立基于组合权重的物元分析评价算法。 （4）实例研究。以江苏省宜兴市 关键词：水库工程管理现代化 评价指标体系 AHP 熵权 物元分析 Abstract Water conservancy modernization is an important component of the national modernization，and water conservancy project management modernization is an important support and guarantee. Accompanied with the process of national modernization, accelerating the construction of water conservancy modernization and water conservancy project management modernization is not only the objective demand of the economic and social modernization and sustainable utilization of water resources, but also the inevitable requirement of peoples life. At present, the water conservancy project management exists problems in the management mechanism, the security of funds, personnel structure rationality, meanwhile there is lack of comprehensive and systematic study considering that the focus of different types of water conservancy project management is different. Therefore, research on the evaluation of different types of water conservancy project management modernization has important theoretical significance and practical significance. This paper mainly focuses on the exploration and research for the reservoir project management modernization based on the literature review home and abroad. The main contents are as follows: (1) Aiming at situation of no clear definition for the reservoirs conservancy project modernization currently, the connotation is ascertained, and the characteristic, building goals and content are analyzed, which provide theoretical basis for the evaluation index syst
