REGULATION（EU） 2016/263：就12.3食品分类醋的名称　　COMMISSIONREGULATION(EU)2016/263 　　of25February2016 　　amendingAnnexIItoRegulation(EC)No1333/xxoftheEuropeanParliamentandoftheCouncilasregardsthetitleofthefoodcategoryVinegars 　　(TextwithEEArelevance) 　　THEEUROPEANCOMMISSION, 　　HavingregardtotheTreatyontheFunctioningoftheEuropeanUnion, 　　HavingregardtoRegulation(EC)No1333/xxoftheEuropeanParliamentandoftheCouncilof16Decemberxxonfoodadditives(1),andinparticularArticle10(3), 　　Whereas: 　　(1) 　　AnnexIItoRegulation(EC)No1333/xxlaysdownaUnionlistoffoodadditivesapprovedforuseinfoodsandtheirconditionsofuse. 　　(2) 　　ThatlistmaybeupdatedinaccordancewiththecommonprocedurereferredtoinArticle3(1)ofRegulation(EC)No1331/xxoftheEuropeanParliamentandoftheCouncil(2),eitherontheinitiativeoftheCommissionorfollowinganapplication. 　　(3) 　　TheUnionlistoffoodadditiveswasestablishedbasedonfoodadditivespermittedforuseinfoodsinaccordancewithDirectivesoftheEuropeanParliamentandoftheCouncil94/35/EC(3),94/36/EC(4)and95/2/EC(5)andafterreviewingtheircompliancewithArticles6,7and8ofRegulation(EC)No1333/xx.TheUnionlistincludesthefoodadditivesonthebasisofthecategoriesoffoodtowhichtheymaybeaddedto. 　　(4) 　　InPartDoftheUnionlist,foodcategory12coverssalts,spices,soups,sauces,saladsandproteinproductsandincludessubcategory—vinegars.PartEoftheUnionlistsetsoutthefollowingauthorisedadditivesforfoodcategory:GroupIadditives,caramels(E150a-d)andsulphurdioxide—sulphites(E220-228)onlyinfermentationvinegar. 　　(5) 　　Aceticacid(alsousedasafoodadditiveE260)whendilutedwithwater(4-30%byvolume)couldbeusedasafoodorfoodingredientinthesamemannerasvinegarsfromagriculturalorigin. 　　(6) 　　InsomeMemberStatesonlyvinegarsobtainedfromthefermentationofagriculturalproductsareallowedtobenamedvinegars’.InotherMemberStates,however,bothproductsobtainedfromthedilutionwithwaterofaceticacidandvinegarsobtainedfromthefermentationofagriculturalproductsaremarketedunderthename‘vinegar’. 　　(7) 　　ItfollowedfromthediscussionswithMemberStatesattheWorkingPartyo
