Conclusions 13 Introduction This information paper has been issued by the EUROCONTROL COM Domain, which is responsible for coordinating the future ATS communications environment in Europe. A new EUROCONTROL-led Programme called CASCADE – Cooperative ATS through Surveillance and Communication Applications Deployed in ECAC – has recently been established to contribute to reduced ATM-related delays and increased ATM safety and efficiency. These benefits will be achieved from the 2008 - 2011 period onwards, through the implementation of cooperative air traffic services enabled by air-air and air-ground data links as set out in Step 3 of the ATM 2000+ Strategy. CASCADE is the result of the rationalisation of the activities of two previous EATM Programmes: the ADS (Automatic Dependent Surveillance) and AGC (Air/Ground Cooperative ATS) Programmes.
