Acceding to interning experts and four frequencies questionnaire to build a Euro score of regional competitive sports Comprehensive Strength. This system concludes 3 first-degree indexes, 9 secondary indexes and 28 three-stage indexes. Utilizing this system and bonding to relevant datum to compute score for every city. Jiangsu province is divided into ternate groups. The phenomenon’s of Matthew effect are as follows: area distribution about competitive sports, general strength distribution about competitive sports, ration distribution about competitive sports, contribution rate of rational sports. The factors which caused the phenomenon of Matthew effect are complex, including internal factors and external factors. The Matthew effect plays a part of double-edged sword. It has active function for strong rational of sports, but it has some negative effects.
