Especially in the West-line Projcct, which is situated in the southeast of Qinghai-Ilbet plateau, the average elevation more than 3000m, dams arc constructed to lift the water level，and tunnels are excavated for water diversion. With the limit of terrain condition, it is required that superfluous energy of water-flow is eliminated at tunnel entrance, high head, rapid flow velocity, broad water level variation，definite discharge^ opening variation, it is very difficult to setting energy dissipater inside While the effect of the energy dissipation and the stability of the water diversion have direct effect on the safety of the pipjection running. A typical water diversion project, water-diversion tunnel A-AN, is regarded as the research object in this article. Comprehensively considering the utilities and cost? multiple modified schemes being brought out^ such as adjust the shape of the wall jet under gate，slope at downstream of the sluices, stilling pool, etc, which made the shape optimization of the free-flow tunnels with varying head become true，and of which satisfied safety of the discharge, energy dissipation and smoothing water diversion. Because of the particularity of the water diversion and energy dissipation in freeflow tunnels with varying head, theoretical analysis and test have been conducted on the basic hydraulic characteristic, energy dissipation in free-flow tunnels and stability of water diversion.
