The compensation system of position and performance-based pay which was carried out in 2006 has been executed for 3 yeas. But there are no specific programs for the performance -based pay which is an important part of incentives. The salary system composes basic pay and allowance. They are executed based on different standards. These are unfavorable for universities,inner management and implementing of the strategy. This paper systemically analyzed the distribution of compensation in universities and constructed the system of incentive compensation.
The paper discusses the significance and the necessary of construction the universities incentives salary system on the position performance management. First,the executive salary system determined the universities must carry out position and performance-based pay. Second, the system must be guided by Marxism. Third, to lead a perfect compensation system has important role in attracting and keeping teachers, and realizing full-scale and continuous development.
The paper divided into three parts.
The first part is about the concepts, function, and relative theories of universitys salary system and management. Meanwhile, it compared and analyzed the compensation system in economics and the incentive theories in management. This part is the theory basic of the system.
The second part analyzed the intellectual staffs characteristics and university teachers work characteristics, and reviewed historical evolution of universities salary distribution system. Finally, it revealed the source of the current problems in distribution system by thorough investigating and study. This part is the practical basis of the salary system.
