Companies need an opened information platform to reduce information delay, and to achieve collaboration purchasing management. Traditional enterprise information systems are loo hard to communicate with each other. This condition causes Information Island in the supply chain and this conflicts with the development of the purchase way. In our country, the scale and economic strength of most small and medium enterprises are limited. High-cost and long- periods construct of information system restrict the development of enterprises ‘ management level and informationizaiion degree. ASP mode provides a new method to solve above problems. In view of above situation, this paper developed the Purchasing Information System Based on ASP Mode Under the Supply Chain Erfvironment and studied it in the deeper level. Which supported by the 863 Program of China—ASP platform development for the reform of Northeastern Old Industrial Base, First，the supply chain management and changes of purchasing are studied in the supply chain. Considering the operation mechanism and characteristics of ASP，the function requirements of the system are analyzed and the structure of the system are given. Further, more detailed functions of the system are designed. The system is composed of userinfo management sub-system, on-line purchasing sub-system, collaboration sub-system, supplier management sub-system, and system management sub-system, The critical technology in the reconfiguration of system and integration of information are discussed too.
