I I 中 文 摘 要 认识政府监管是改变,影响人类生活方式的最基本力量之一，说到监管，人 们常常想到的是政府监管，而政府监管是西方经济学研究的一个热点领域，被称 为是经济学“最激动人心的领域之一”。学者从经济学的角度来探讨有关民生的 方方面面政府监管。对食品安全的监管也是他们研究的主要内容且多集中在对监 管模式选择上，因此借鉴国际上先进的政府在食品监管方面的经验，尤其吸收其 在监管本质上的研究有助于我们对我国食品模式的探讨。 我国食品安全存在诸多问题，分析形成的原因，是我们阐述构建产品安全质 量保证体系的必要性与重要性，并从企业社会责任理念的角度提出了相应措施的 基础。我们认为通过强化企业社会责任理念，不断加强企业食品安全责任安全观 念，加大政府对产品安全的监督管理力度，健全产品安全的法制建设是改变我国 目前食品安全问题的有效途径。 解决食品质量安全问题的办法需要经过不断的努力，从根本上提高我国主 要产业的整体素质和企业的质量管理水平，使我国的产品质量、工程质量和服务 质量跃上一个新台阶。 关键词：消费者 政府监管 食品安全 质量 II II Abstract Understanding of government regulation is one of the most fundamental forces to change and affect human life . mention of control, people often think of government regulation. Government regulation known as the economics, one of the most exciting areas is a hot western research areas of economics. Scholars research government regulation from economics point of view of all aspects of the livelihood. The regulation of food safety is their main research area and it more focused on the monitoring mode selection Therefore, the modern international government experience in food regulation, particularly in the regulatory nature of its absorption studies help us to explore patterns of food safty regulation.
