常州历史文化遗产保护的现状、成因与对策 中文摘要 中文摘要 历史文化遗产是物质文化遗产和非物质文化遗产的统称。常州市历史文化遗 产保护的现状是：历史文化遗产没有得到足够的重视和应有的保护。之所以存在 保护不当的原因：有社会经济快速增长社会各方利益群体角逐的因素，有历史文 化遗产保护规章制度缺乏，各责任部门职责不清的因素，有保护宣传力度不够， 广大民众参与意识淡薄，参与程度低的因素，还有保护资金匮乏，部分遗产未纳 入保护规划以及缺少与周边城市及地区的保护合作与联动等因素。 针对历史文化遗产保护存在的不足，建立科学的、合理的保护对策，以历史 文化遗产保护为根本，综合协调保护与开发之间的关系，建立健全文化遗产保护 规章，明确各职能部门行政管理效能，对各类历史文化遗产进行科学分类评估， 制定不同的保护规划，完善历史文化遗产保护的综合决策，建立以政府为主导、 社会参与、全民保护多元化历史文化遗产资金的投入机制，更好地保护常州的历 史文化遗产。 关键词：历史文化，遗产，保护 作 者：陈慧萍 指导老师：许冠亭 I The present situation,origin and measures of historica and cultural heritage protection in Changzhou ABSTRACT Tangible cultural heritage and intangible cultural heritage are collectively named as historical and cultural heritage. These years, little attention has been paid to historical and cultural heritage protection in Changzhou. The reasons why it has not taken suitable measures to protect it are as follows: the rapid development of social economy, the competition of different interest groups, the lack of necessary protection rules and regulations, the ambiguity of responsibilities in relevant departments, the less propaganda of protection and mass participation, the shortage of capital and protection planning for some heritages, the little cooperation with surrounding cities and districts, and so on. To solve this problem, the key is to make scientific and rational protection measures, to coordinate the relationship between protection and development, to set up rules on protecting cultural heritage, and to clarify administrative responsibilities for relevant departments. Besides, it is necessary to make different protection plans after classification assessments for all historical and cultural heritages, and to perfect synthetic decision for protection. The establishment of diversified investment mechanism with the leadership of government and the participation of society and resident is also in need to protect historical and cultural heritage better in Changzhou.
