内容摘要 产业集群 (industrial cluster) 是在某一特定领域内互相联系的、在地理 位置上集中的公司和机构的集合.产业集群包括一批对竞争起重要作用的.相互 联系的产业和其它实体.产业集群经常向下延伸至销售渠道和客户，并从侧面扩 展到辅助性产品的制造商，以及与技能技术或投入相关的产业公司.产业集群包 括提供专业化培训11 、教育、信息研究和技术支持的政府和其它机构. 本文从对产业集群的形成和发展分析，说明产业集群有助于推进区域融资环 境的改善，区域优势品牌的塑造，以及区域核心能力的构建.当然，产业集群也 面临着潜在风险，包括网络性风险，组织性风险，金融性风险等，对区域竞争力 有负面影响. 文章分析了造成我国产业集群风险的深层次原因，提出如何规避集群风险， 促进区域经济可持续发展. 最后，文章结合天津手机产业集群的发展现状，集群的形成及特点.通过对 制约天津手机产业集群的升级和可持续发展因素的分析，提出推动天津手机产业 集群发展的发展战略. 在经济全球化的今天，一个国家或地区在国际上具有竞争优势的关键是产业 的竞争优势.在天津滨海新区的产业调整过程中应充分重视发挥产业集群所表现 出的强劲、持续的竞争优势，以促进环渤海地区的经济发展，使之要成为一个富 有后劲和活力的新的经济增长带.其关键要提高区域竞争优势，调整产业内部结 构，使相关产业更加完善，产业链条不断延长.就天津及滨海新区的发展建设而 言，在全球化与区域化同步加强的背景下，政府必须整合资源，建立区域创新网 络，提高天津及滨海新区的区域竞争力.充分发挥滨海新区的经济增长级作用， 带动天津及周边地区的经济增长.因此，能否建立有竞争力的产业集群成为天津 及滨海新区发展建设成功与否的关键. 关键词z 产业集群 区域经济发展 区域效应 Abstract The industrial c1uster is the ∞mpanies and 由e organizations which ωnnect each other in certain domains and ∞nαntrate 恒 the geographical position.
